为贯彻落实省委、省政府《关于全面创建平安广东的意见》和《创建平安广东行动计划》，县委、县政府定于20xx-20xx年在全县开展创建平安工作，解决群众最关心的公共安全、权益保障、公平正义问题，经过5-10年的努力，把我县建设成为社会和谐稳定、人民群众安居乐业的法治县，使成为梅州最稳定、最安全的地区之一。

创建平安主要内容是实施十大工程：法治建设工程、民生保障工程、群众权益保障工程、社会矛盾化解工程、公共安全防控工程、人口服务管理工程、社会建设工程、信息网络服务工程、基层基础建设工程、平安文化建设工程。

通过实施十大工程，努力实现一强二升三降目标。一强是指群众安全感不断增强;二升是指破案率、起诉率、审结率、执结率、调解率上升，人民群众对政法工作的满意度上升;三降是指重大刑事案件下降、重大群体性事件下降、重大安全事故下降。

平安是福，平安是幸福的前提，拥有平安才能拥有幸福，创建平安与每个人息息相关。创建平安内容多、范围广，需要各镇、各单位的共同努力和广大人民群众的支持参与，希望全县人民大力支持创建平安工作，积极响应各镇、各单位开展的平安家庭、平安村(居)、平安学校、平安医院等创建举措，共同营造一个和谐稳定、社会秩序良好的平安。
